Questions for PCR Energy

PCR Energy is holding (2) public outreach meetings this week in furtherance of their proposal to build New Mexico’s largest solar power plant on Diamond Tail Ranch in the East Mountains.  Below are some questions that public participants might want to ask the PCR Energy reps:

Technical Questions:

  1. Your proposed Battery Energy Storage System (BESS) will consist of 114 Tesla 2XL “Megapacks”.  How many Lithium battery cells are in each Tesla “Megapack”?
  2. Exactly what types of Lithium battery cell will be used in each Tesla “Megapack”?
  3. How many lightening arrestors, in total, will be deployed across the 1,833-acre Diamond Tail Solar + Storage facility?

General Questions:

  1. Could you please provide the names, and addresses, of all Board members affiliated with PCR?
  2. Could you please provide the names, and addresses, of all investors affiliated with PCR Investments, Ltd.?
  3. PCR is primarily a petrochemical and concrete company, and both of these industries are major greenhouse gas polluters.  As a condition for going forward with Diamond Tail Solar, would PCR be willing to divest itself of its carbon-polluting petrochemical and concrete subsidiaries?
  4. As PCR knows, we are running out of water here in the East Mountains.  As a condition for going forward with Diamond Tail Solar, would PCR be willing to agree to import all water needed to construct the Diamond Tail Solar + Storage facility from out-of-state sources, such as from Texas or California?
  5. To date, how many solar power plants has PCR constructed?
  6. To date, how many solar power plants has PCR operated?
  7. When did PCR commence work, including planning, on the Diamond Tail Solar + Storage Project?
  8. Given that most of PCR’s planning documentation is dated in the 2022 to mid-2024 timeframe, why did PCR wait until late November 2024 to make these documents available to the public?
  9. Has PCR entered into any agreements with local landowners or businesses in furtherance of the Diamond Tail Solar + Storage Project?  If so, with whom, when, and for what purpose?
  10. Has PCR signed any non-disclosure agreements (NDAs) with local landowners or businesses in furtherance of the Diamond Tail Solar + Storage Project?  If so, with whom?
  11. Has PCR discussed the Diamond Tail Solar + Storage Project with any member of the Sandoval County Planning and Zoning Commission, including staff?  If so, with whom, when, and what was the nature of those discussions?
  12. Has PCR discussed the Diamond Tail Solar + Storage Project with the Sandoval County Manager?  If so, when, and what was the nature of those discussions?
  13. Has PCR discussed the Diamond Tail Solar + Storage Project with any member of the Sandoval County Board of Commissioners, including staff?  If so, with whom, when, and what was the nature of those discussions?
  14. In furtherance of its plan to build a large-scale Solar + Storage Project in New Mexico, did PCR consider locations other than Diamond Tail Ranch?  If so, which other locations and when were they considered?
