  1. Will PCR maintain Puertocito road during and/or after construction?
  2. How many PV panels will be installed?
  3. How many individual LiFePO4 battery cells will be used?
  4. What is the ratio of number of LiFePO4 battery cells per PV Panel?
  5. How was the optimum number of battery storage hours per day (i..e., 4 hours) determined?
  6. In the declining graph of Failure Incidents-per-Installed-GW versus date, what is the time period for the # of failures:  day, month, year, or lifetime of the solar farm ?   For example, the graph shows a # of failures per GW as equaling ~1 in the year 2020.  Is this ~1 failure per day per GW, or ~1 failure per month per GW, or ~1 failure per year per GW, or ~1 failure per plant lifetime per GW?
  7. What is the expected lifetime of the LiFePO4 batteries?  A Google search reports that the # of discharge cycles ranges from 2,500 to 15,000 cycles.  That covers a range of 6.8 to 41 years.
  8. What will be the remaining % charge of the battery energy storage system (BESS ) after 4 hours, typically?
  9. Assuming that there are 4 closest PowerPack battery enclosures located adjacent to a given PowerPack enclosure that is burning, then 4 different water sprays will need to be applied by firefighters to cool down the 4 adjacent enclosures.  How long will the 30,000 gallon water storage tank last before it runs out?
  10. If a bystander is standing at the site boundary fence during a fully-involved battery fire, and the wind is blowing primarily in his/her direction, will he/she be exposed to an un-safe concentration of toxic gases after an 1 hour exposure?
  11. I heard that the roundabout intersection presently under construction in Cedar Crest (Sandia Crest road) has an unusually-low vehicle weight limit that will prevent heavy truck from driving through the intersection.  Will this prevent semi-trucks from hauling heavy cement, water, inverter units, and battery units through this intersection.
  12. Will you provide us with a copy of the “Wood Mackenzie” report on Failure Statistics from 12/21/2023?  Also, the Electric Power Research I_n_s_t_i_t_u_t_e_’s_2024 White Paper: Insights from E_P_R_I_’s_ Battery Storage System (BESS) Failure Incidents Database – Analysis of Failure Root Cause?
  13. What is the basal density of Juniper trees in the neighboring lands adjacent to the solar farm?  How does this basal density compare to the nearby Sandia National Forest?
  14. How many lightning rods will be installed in the solar farm, and how tall will they be?
  15. Are there any threatened or endangered species inside of the solar farm or the construction access road?  If so, how will this situation be managed?
  16. How frequently will the construction access road by watered down with a water spray truck to control dust?
  17. Will PCR be applying to Sandoval County for a waiver or relaxation of the rules governing dust control on the construction access road during construction?
  18. Will taking water from the Henderson Store in Golden, NM affect the wells of people living in neighboring Puertocito village and other homes in the area near the solar farm?
  19. What % of the water will be used to make concrete on site, versus the % of water used to control dust on the construction access road?
  20. Will PCR guarantee that it will not take water from the East Mountain area during construction?
  21. Should PCR not have a Water reclamation plant on site?
  22. How long will it take to construct additional High Voltage transmission power lines?
  23. What is the failure probability of a single LiFePO4 battery cell over its lifetime?
  24. Workers should have a union and be from USA, as well as all materials made in USA, and all product sold to the PNM for local then statewide communities.
  25. Was there an environmental impact study done recently? If so by whom and were results published?
